How can we understand the audience, what's blocking them, and what can convince them?
The audience is presumably conservatives and the fossil fuel political industry? Is there anything that can convince them? Maybe the urgency of the situation, their responsibility, and then the benefits? Could be a Romney, Cheney, type thing? Murkowski? Arizona lady?
